1. Consultant’s services shall be provided subject to the approval of the Fire Chief of the Compton Fire Department (“Department”) or his/her authorized designee. 2. Consultant shall identify and analyze on an on-going basis, the training needs of the Department’s paramedics and emergency medical technicians. 3. Consultant shall provide annually, a minimum of twenty-four (24) hours of relevant continuing education to each Department shift (i.e. Shifts “A”, “B”, and “C”) of the Department’s paramedics and/or emergency medical technicians. All continuing education so provided shall meet the criteria established by the County of Los Angeles Department of Health and the State of California to fulfill re-certification requirements. Training will be delivered at the City’s fire stations. 4. Consultant shall monitor and evaluate the performance, skills and application of knowledge of pre-hospital care personnel in a clinical and/or field setting; identifying any deviation from the standard of care. 5. Consultant shall maintain Quality Improvement Plan, develop Quality Improvement Indicators, monitor compliance and analyze trends by evaluating documentation of EMS reports and work to design and provide training to fulfill specific identified needs. Consultant shall provide representation at Los Angeles County EMS QI meetings quarterly. 6. Consultant shall provide such records, policies and reports to the Fire Chief and/or his/her authorized designee as will permit an effective and comparable evaluation of the programs above. 7. Consultant shall assist in the selection and training of the Department’s paramedic/emergency medical technicians’ trainees as needed. 8. Consultant shall assist the PMC by acting as liaison with hospital representatives to review and analyze prehospital patient care in relation to hospital outcome data with the goal of quality assurance/improvement.
