The primary objective is to engage a service provider for inspection services of OIM manufacturing facilities located outside of the United States (U.S.) and within the U.S., but outside of California and its bordering states. Specific objectives are: 1. To conduct on-site inspection services and sample products at OIM manufacturing locations outside of the U.S. and locations within the U.S. (except for California, Oregon, Arizona, and Nevada) that: a. manufacture liquid OIM with a total nitrogen guarantee greater than 3% b. are suspected of misbranding or adulteration of OIM c. require compliance or correction follow-up inspections 2. To confirm compliance with laws, regulations, and processes by OIM registration applicants who manufacture, or distribute OIM materials in California. (Refer to Section II. Statutory Authority) 3. To furnish the CDFA with all records and reports of inspections and sample examinations accomplished under the contract, as well as reports and any other documentation on compliance follow-up and/or correction.
