A. Tasks Consultant will furnish all labor, materials, and equipment necessary to provide on-call Supervisory Control and Data Acquisition (SCADA) system maintenance and integration services to the Public Works Services Department. The City owns and operates approximately 70 facilities, including sewer lift stations, stormwater pump stations, potable water pump stations, storage and regulating stations, and a recycled water pump station. These facilities are monitored with a SCADA system consisting of Allen Bradley Programmable Logic Controllers (PLCs), Aveva Human Machine Interface (HMI) software, and various motor control and instrumentation systems. Communications to remote facilities is provided by a combination of wired circuits and wireless radio. PWS is looking for a Consultant with the following minimum skills to provide on-call maintenance and troubleshooting services for the entire SCADA system: • Detailed knowledge of Allen Bradley DF1, DH+, Modbus and Ethernet/IP protocols • Multi-Consultant HMI support • Experienced with Structured Query Language (SQL) server • Experienced with Aveva System Platform and InTouch • Experienced with the Windows Virtual Server Environment • Experienced with Allen Bradley PLCs • Proficient with radio (Ultra-High Frequency (UHF), Very High Frequency (VHF), and spread spectrum) communication and protocol • Knowledge of industry best practices • Knowledge of cybersecurity best practices • Knowledge of advanced digital network infrastructure PWS also required the following from the Consultant: • Must be able to respond on-site within 24 hours of an emergency request from the City • Rockwell Recognized System Integrator preferred • Must be an Aveva Registered System Integrator or greater • Must have a current State of California DIR Registration Number • Must have a minimum of one ISA (International Society of Automation) Certified Controls Systems Technicians or comparable certifications on staff
