Specifications include, but are not limited to: The purpose of the RFO is to secure the services of a Contractor to develop strategy, materials, and training for a group of experts assigned to work with local communities to investigate and solve technical and systemic problems regarding building internet infrastructure for California communities. The California Statutes of 2021 and the subsequent rulemakings from the CPUC guide the deliverables described for this procurement. The CPUC is developing programs for infrastructure funding (Federal Funding Account), bond guarantees (Loan Loss Reserve), and technical assistance (Local Area Technical Assistance). Outreach workers will be using the deliverables in this contract to assist potential users of federal funding to help them prepare both their applications for the funding and their organizations for the work. The users of these funds are expected to be new government organizations, existing Internet Service Providers (ISPs), and Tribal organizations.
