The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF) Contracting Department (Code 400) is issuing this Request for Information (RFI) and Sources Sought. The sources sought is being issued as a means of conducting market research to identify potential sources that might exist in order to support a one year commercial service, firm-fixed priced contract for a Federally Registered Apprentice Program. For additional information regarding the technical specifications, please refer to the attached DRAFT Performance Work Statement (PWS).
Based on the responses to this sources sought, this requirement may be set-aside for small business (in full or in part) or procured through full and open competition (unrestricted), the government intent at this time is for a single award. All small business set-aside categories will be considered. Telephonic inquiries will not be accepted or acknowledged, the government will not be providing evaluations or comments to companies providing sources sought responses but the responses will be used to inform the government as to the best means of procuring this requirement.
Project Background
Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF), a naval industrial facility located in Bremerton, Washington. PSNS & IMF has sites in Bremerton, Bangor, Everett, San Diego, Boston, and Japan. PSNS & IMF is focused on providing customers with quality, timely, and cost-efficient maintenance, modernization, and technical and logistics support. To ensure highest quality service for the combat war fighter, PSNS & IMF must maintain a highly trained and skilled workforce.
For the San Diego Detachment, our primary workforce initiative is to provide a Federally Registered Apprentice Program to allow the shipyard to develop an organic, highly trained journey-level workforce capable of performing maintenance and repair of aircraft carriers in San Diego, CA.
Scope
PSNS & IMF and Southwest Regional Apprentice Program (SWRAP) requires the services of an educational institution that is accredited by an accrediting body recognized by the Secretary of the U.S. Department of Education, and authorized to deliver post-secondary programs/degrees by the California Community College Chancellors Office (CCCCO) under Title 3 of the California Education Code (EDC) and Title 5 of the California Code of Regulations.
The awarded institution shall provide, deliver, and document the curriculum and testing required by the Apprentice Program. Completion of required courses must result in the awarding of an associate-level degree and support the objectives of the apprentice program as required to support the repair and maintenance of the U.S. Naval Fleet and its industrial operations.
