The City of El Cerrito is requesting proposals from qualified firms or qualified teams to provide professional services to work with the City in developing a Parking Management Implementation Plan. The Plan will develop a roadmap to implement a self-sustaining parking management program for the areas around the City’s two BART stations and approximately 0.25 miles around the San Pablo Avenue corridor. This document outlines the scope of work for consulting services. The City is seeking proposals that generally reflect the following scope. Consultants are strongly encouraged to suggest refinements that achieve the work products described below. The City invites consultants to utilize elements which incorporate innovation and creativity to delivering a top value Parking Management Plan. The consultant will include robust community engagement to develop the Parking Management Plan in cooperation with staff, City Council, and members of the public. The City is seeking a consultant to prepare a Parking Management Plan that is implementable by staff, self-sufficient, and user friendly. Staff recommends the following structure for the scope of work consisting of the following tasks, which the City may modify in collaboration with the selected Consultant. All activities will be undertaken in close coordination with the City. The City reserves the right to negotiate a modified scope of work with the selected Consultant that consists of fewer tasks to ensure that the project fits within the City’s available budget and/or to add additional tasks to the scope based on needs that are identified. The purpose of this group is to facilitate interdepartmental collaboration and communication. The Consultant will lead the IWG meetings. Deliverable: Develop agendas, e-mail group representatives, lead discussion, and take and distribute meeting notes for six IWG meetings, held virtually. Task 3: Existing Conditions Report The Consultant will summarize the parking management program’s existing resources, assets, organizational structure, and regulations. Staff anticipate this report will address the following focus areas, but Consultant feedback on additions or deletions to these items is welcome and encouraged. Potential Focus Areas: • On-Street Parking Inventory: count, categorize, and map all on-street parking stalls by regulation within the City’s two residential parking permit areas and within 0.25 miles from San Pablo Avenue. • Parking Occupancy Data: Collect and map parking occupancy data for five time periods on one weekday and one weekend day within the 0.5 miles around the two BART stations. • Residential Parking Program Permits: Analyze City’s RPP permit data including number of active permits per household, and trends over time. • Budgets: inventory of the City’s five-year capital and two-year operational budgets related to parking, including their sources and uses, and to which department they belong. • Staff Time: estimate the amount of staff time (City and contract, if possible) expended on parking management duties. • Organization: Identify City’s park
