The objective of the RFP is to receive proposals for a Police Services Fee Study for the City of Folsom’s Police Department that includes reviewing and updating all fees and charges for services, recommending additional fees, and ensuring compliance with all applicable laws. Fees include vehicle release fees, livescan fees, police report fees, alarm permit fees, clearance letter fees, audio/video request fees, and fees associated with research and data compilation. City staff have identified the following goals for the fee study effort: 1. Examine whether a reasonable relationship exists between the Department’s costs of providing service and its current fees; 2. Review and update all Police user fees and charges for Department services so that they are comparable to those in the region and to the greatest extent possible cover the Department’s cost to provide the service; 3. Make the fee structure easy for all parties to understand; 4. Recommend any additional fees related to the production of audio/video requests; and 5. Ensure that the new fee structure adheres to all applicable rules, laws, and regulations governing the collection of fees by a public entity
