The San Diego Police Department (Department) serves the City of San Diego, the nation's 8th largest city with a population of approximately 1.3 million people. The Department consists of approximately 2,511 employees of which, 1,870 are sworn police officers and 641 are civilian personnel who work in a variety of clerical, technical and professional occupations. California Government Code Section 1031 establishes certain minimum standards for peace officer employees; specifically, employees having powers of peace officers must be found to be free from physical, emotional or mental conditions, including bias against race or ethnicity, gender, nationality, religion, disability, or sexual orientation, which might adversely affect the exercise of their peace officer powers. In order to conform to these minimum standards and to ensure the highest quality of law enforcement service delivery to the citizens of San Diego, the psychological screening of police applicants has become a routine and critical component of the Department hiring process. The objective of this RFP is to make an award to a Contractor to provide preemployment psychological screening services
