The District desires the use of a software package to streamline and automate the prequalification process of construction contractors. The system will be used by existing and prospective contractors to complete their questionnaires, upload documents, review and respond to any deficiencies in their submittals, and view the status of their questionnaire. Approximately ten (10) District staff will use the system to review and process firm submittals, communicate deficiencies and approval status with the contractor, and generate reports for tracking and outreach. LAUSD will use the platform to manage the application process for approximately 400 contractors, with the expectation of shorter processing times and with the goal of increasing contractor participation in the bidding process. LAUSD currently uses Adobe-fillable and web-based applications accessed via the Facilities website for contractors to complete and submit questionnaires and manages the prequalification process through the use of checklists in Excel spreadsheets and tracking of contractor status in Access Databases. The process is antiquated and time-consuming for staff. During the 2023 – 2024 fiscal year it took on average of 38 days for questionnaires to be processed. LAUSD wants to evolve its prequalification process and remain in compliance with Public Contract Codes 20111.5, 20111.6 and 20919.24.
