Specifications include, but are not limited to: a. The objective of the Outreach for Increasing Recognition of Early Signs of Mental Illness program is to deploy trained Promotores de Salud/Community Health Workers into the communities of the target population. The Promotores de Salud/Community Health Workers program is intended to assist responders in recognizing and responding effectively to early signs of potentially severe and disabling mental illness and to provide health promotion, education services, alternative activities, or identify risk factors that can contribute to the development of a behavioral health condition. Services and activities are not intended to serve individuals who have been or are diagnosed with a substance use disorder or mental health condition and are not intended to be utilized as a method to recruit individuals to existing mental health treatment.; b. Applicants will specify the number of Promotores or Community Health Workers they will employ to meet the target number of individuals to be served. It is expected that youth will be included as Promotores or Community Health Workers in the Community Health Worker Model. Youths shall also be expected to use culturally and linguistically appropriate methods specific to the community/communities they will be serving. Faith-based organizations are highly encouraged to assist with recruitment and dissemination of information. Promotores and Community Health Workers will include members who have received behavioral health services and family members of persons who have received services and interested community members who have general knowledge of the local county system and are capable of verbally communicating fluently in English and the primary language of the target population they serve. It is important to note that Promotores and Community Health Workers do not provide clinical or therapeutic services.; c. Applicant(s) shall revise and update the Community Health Worker Manual to meet the changing needs of the community.; d. Applicant(s) shall train Promotores or Community Health Workers following the Manual.; e. Applicant(s) is responsible for updating and duplicating a Resource Manual for all Promotores and Community Health Workers. The Resource Manual shall include DBH’s most recent Services Guide
