Specifications include, but are not limited to: 1. Conduct an overall review of existing UASI portfolio and provide detailed and documented suggestions for improvements. Subsequent to the completion of the review, conduct specific reviews with written determinations as outlined in components 2-5. 2. Each year, the 12 Bay Area Counties and 108 cities apply for grant funding. Examine the existing web-based grant application/grant management system and document if it meets regional needs - including applications, modification requests, and reimbursement requests. 3. The Training and Exercise program - including its course registration/management system, databases, and certification process – has over 20,000 participants who require ease of use and secure access capabilities. Determine and document how this program can be successfully integrated into the overall UASI portfolio. 4. Review existing Securing the Cities (STC) program and other UASI grant programs/workgroups/work product and identify ways to ensure both general public access and secure log-ins as necessary. The STC program includes not only the 12 Bay Area Counties, but also the counties of Sacramento, Fresno, and Washoe, NV as well as a number of federal, state and local agencies. 5. Using the website as the overarching access point for both the public and local government stakeholders, develop an integrated solution that ties all aspects of the UASI program together. Define how this integration should be built to incorporate all programs as well as providing information on the roll out, testing, changes, and maintenance requirements of the new digital solution. 6. Upon approval by the Management Team, the selected vendor will be authorized to fully implement and launch the agreed upon integrated solution which may or may not include, but not be limited to, system/website design and development, testing systems compatibility across multiple platforms, data migration and hosting, end user functionality testing and training, customization of off-the-shelf products to fully meet federal, state, and local legal requirements, mobile accessibility, multiple levels of user functionality (admin/user), ease of use, search functionality, customer relationship management capability, and maintenance/support.
