Specifications include, but are not limited to: The Office of the City Treasurer (CTO) requests qualifications to create a Business Plan for the creation and operation of a local public bank to serve the City of Sacramento and potentially the local region. It will include a Viability Study as required by State Law AB857. • Fiscal analysis of the potential impacts of a public bank in the City of Sacramento, including benefits to the city as a whole and community-facing services. • Conduct a cost-benefit analysis to form a public bank; include formation/governance options, structure, and organization options. • Examination of the banking markets in the City of Sacramento and describe how the city government currently receives banking services. This should include credit unions, community banks and community development financial institutions (including data from Federal Financial Institutions Examination Council and Consolidated Reports of Condition and Income. • Evaluate formation options and operational aspects for the creation of a public bank.
