Specifications include, but are not limited to: The City is actively seeking a dynamic and innovative partnership that can effectively address its existing connectivity requirements while also proactively anticipating future needs. We envision an ideal Partner who will not only establish a long-term relationship with the City but also prioritize understanding and aligning with the City's vision and goals throughout the partnership. By embracing this collaborative approach, the Partner will play a pivotal role in developing a comprehensive response that caters to the City's unique needs and aspirations. In this Public-Private Partnership (PPP), the City aims to explore innovative solutions to enhance broadband access throughout the City. Additionally, the PPP seeks to address the digital divide by providing affordable internet service to low-moderate income areas, senior living centers, South San Francisco Housing Authority, Boys and Girls Club, South San Francisco Unified School District, and other care facilities within the City. Furthermore, the partnership aims to extend internet access to the City Public Wi-Fi network, enabling residents and visitors to stay connected. Lastly, the PPP endeavors to bridge the gap in underserved areas as identified by the CPUC Broadband Map, bringing high-speed internet to communities in need. Through this collaboration, the City aims to promote digital inclusion and foster equitable access to broadband services. The City also seeks a partner to pursue federal and California state grant funding opportunities to fully finance the project, and comply with any requirements, conditions, or service offerings as required by any grant sponsors, including, but not limited to, any affordable connectivity programs or connecting underserved or disadvantaged areas. The City seeks respondents that can contribute private broadband assets to leverage and is willing to provide match funding for federal and state grants. The City is seeking a fair exchange for rights to use the City’s current and future network, which may include Indefeasible Right to Use (IRU) fees, dark fiber lease(s), revenue share, in-lieu payments through cash contributions toward match funding for grants, or a combination thereof.
