Specifications include, but are not limited to: This Request for Proposal (RFP) is being issued by the Contra Costa Water District (CCWD) for vendors and/or firms interested in On-Call Environmental Consulting Services. The vendor is to provide specific on-call assignments including environmental compliance/biological surveys to support maintenance and construction of capital improvements projects on CCWD properties and within U.S. Department of the Interior, Bureau of Reclamation (Reclamation) rights of way (ROW) and easements, for the period from July 1, 2024 through June 30, 2026 (Fiscal Years 2025-2026). The total contract authority for this effort is $380,000 over this period, as detailed in this document. This project’s main purpose is to obtain specialized environmental services to support CCWD operations and maintenance activities and ongoing or new capital projects. CCWD is seeking specialized terrestrial and aquatic species biological expertise to support CCWD’s environmental compliance monitoring requirements. The selected consultant may also be requested to support the Planning Department staff on preparing documents pursuant to the California Environmental Quality Act (CEQA), the National Environmental Policy Act (NEPA), the State and Federal Endangered Species Acts (ESA) and cultural resources (Section 106 of the National Historic Preservation Act). The Preliminary Scope of Work for the project is outlined in the tasks below. Individual tasks will be assigned by CCWD. The work will be performed in a collaborative effort between CCWD and the selected consultant. The consultant will need to be available when requested to satisfy District environmental and permit requirements and to provide specialized environmental Attachment A FY25 RFP#2503 On-Call Environmental Services Page 2 of 4 expertise as needed. The table below provides a summary of the tasks and the allocated budget. CCWD operates and maintains 48 miles of Contra Costa Canal owned by the United States Bureau of Reclamation. This includes the Contra Loma Reservoir and dam facilities in Antioch and the Martinez Reservoir in Martinez. In addition, CCWD has untreated water facilities on Victoria Canal (Middle River Intake), the Old River Intake as well as the Old River and Los Vaqueros pipeline right of way that extends from Discovery Bay, Los Vaqueros Reservoir Transfer Pump Station and then to CCWD’s Antioch Service Center near Hwy 4 and Neroly road. Each of these facilities requires biological monitoring prior to routine maintenance. CCWD also owns and manages two water treatment plants-- one in Oakley and the other in Concord, as well as a series of pump stations and water tanks within its treated water service area within Concord, Clayton, Pleasant Hill, Walnut Creek and Martinez. Task 1 – Biological Surveys to Support CCWD Operations and Maintenance Projects [$100,000 over the 24-month contract, operating budget] Conduct terrestrial biological surveys/monitoring on Reclamation ROW consistent with Reclamation’s Operations and Maintenance requirements and consistent with U.S. Fish and Wildlife Service (USFWS) and any California Department of Fish and Wildlife (CDFW) requirements. Conduct terrestrial biological surveys on CCWD property consistent with any CDFW and USFWS requirements. Submit necessary compliance reports following each monitoring event. Task 2 – Environmental Compliance at the Rock Slough Fish Screen (RSFS) [Budgeted up to $80,000 over the 24-month contract, operating budget] Environmental monitoring and compliance at the RSFS during mechanical harvesting of the RSFS and within the forebay and afterbay areas of the RSFS, in addition to other routine maintenance activities. Includes biological surveys and documenting pre and post maintenance activity photos in support of the CDFW routine maintenance agreement. An aquatic biologist should be available for this work. Submit necessary compliance reports following each monitoring event. Prepare annual Reclamation report to the National Marine Fisheries Service (NMFS) to address RSFS operations, maintenance, and improvements. Prepare annual CDFW maintenance permit compliance reports for the RSFS. Task 3 – Additional Services [$200,000 over the 24-month contract, operating and capital budget] CCWD expects to have yet to be identified projects that need specialized environmental services. Work for these projects will be requested under written direction from CCWD. These projects may require CEQA/NEPA expertise and or subject area expertise such as Air Quality, Hazardous Materials, Noise Water quality, etc.
