Specifications include, but are not limited to: The City desires to obtain the services of outside firms, organizations or individuals to perform a levelof-service study for public restrooms in the City and provide actionable recommendations. The City currently operates approximately 38 public restroom facilities within the City with support from tenants leasing City-owned property. The community, including members of the City’s Neighborhood and Community Improvement Program (NCIP) Committee, are concerned that there are not sufficient public restroom facilities throughout the City, specifically along the City’s waterfront; in the Downtown area; and along Monterey beaches, primarily near Monterey Bay Park/Window on the Bay and Del Monte Beach near Tide Avenue. Currently during weekends and during times of high tourist volume there appears to be insufficient public restroom capacity. The selected organization will provide the full range of services including public engagement, becoming familiar with the location and level-of-service provided by the existing public restrooms throughout the City including hours of operation and expense to operate the facilities. Additionally, the selected organization will provide the City with actionable recommendations on how to improve the public restroom network and level-of-service including integrating the recommendations with the 2016 City of Monterey Parks and Recreation Master Plan, and formally presenting the final plan to the NCIP Committee, Parks and Recreation Commission, Planning Commission, and City Council
