Specifications include, but are not limited to: The Authority is seeking a vendor to provide audio/visual, live web streaming (webcasting), and video production services to support Authority meetings. The vendor will provide services to stream captioning live over the internet. Any errors in the captioning will be corrected on the audio/video recording of the meeting. If the duration of the service requires a second captioner, the hourly rate indicated for two (2) captioners will be utilized. In addition, the Vendor must provide an all-inclusive daily rate to provide the captioning services described in the Statement of Work. The daily rate will be utilized when it is more cost effective than applying the hourly rate, as described in the example above. Meetings may range anywhere from one (1) hour to over one (1) day in duration. The Contractor will provide video streaming services to support Authority meetings, including the following: • Audio/video live-stream recording • Secure link provided to the Authority to embed on homepage • Multiple cameras (at least 3) • Audio system with 13 microphones (1 wireless) • Closed captioning • Providing a digital copy of the audio/video recording within five (5) days of the meeting The audio/video stream must meet the following requirements: • Streaming bit rate of a minimum of 384kbps. Adaptive streaming preferred. • Streaming resolution of a minimum of 240p (320 x 240). Adaptive streaming preferred. • Stream will be broadcast via MP4/ h.264 as components of the HTML 5 standard. • Streaming link must be provided at least 24 hours prior to the meeting. • Stream must be open to the public and not require a login. • Stream must be compatible with the following browsers: Chrome, Safari, Internet Explorer, Edge. • Stream must support multi-language broadcasts. • Allow up to 2,500 concurrent users to stream live. • Be responsive and mobile friendly.
