Well Drilling Services. The Government has a potential need for well drilling services on Native American land in and around San Diego, Riverside, and northwestern Imperial Counties, California.

Sources Sought Synopsis. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. The information gathered will be used to identify potential sources and if this effort can be competitive or set-aside for small business. This is not a solicitation for proposals and no contract will be awarded from this synopsis. No solicitation, no specifications, and/or drawings are available for this procurement.

Potential Set-Aside Possibilities. The Government is interested in all businesses to include Native-Owned, 8(a), Small Business and Small Disadvantaged Businesses, Service-Disabled Veteran-Owned, HubZone, and Women-Owned Small Business concerns. The Government requests interested parties respond to this notice if applicable and provide the following information:

1. Your small business status as it relates to the identified NAICS code;
2. Provide information regarding potential teaming arrangements. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners;
3. Provide a technical package with describes similar services your firm has offered to the Government and commercial customers in the past three years. Your technical package shall not exceed five (5) pages on 8.5”x11” front and back. Provide description(s) of recent and relevant work experience, within the past three years.
4. Well installation services and the date(s) services were provided;
   • Type of facility, i.e., commercial, private, municipal; institutional; agricultural
   • Whether your Firm has a valid C-57 License from the State of California;
   • Firm Fixed Priced in Nature;
   • NAICS Code 2371110 Water and Sewer Line and Related Structures, Construction. The SBA size standard for NAICS 237110 is $39.5M;
   • FSC Code – F015 Natural Resources/Conservation. Well Drilling/Exploratory; and
   • IAW with FAR 52.219-14(c)(1), Limitation on Sub-Contracting Services, "At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.

5. Prior Government contract work is not required for submitting a response under this Sources Sought. This notice is for market research purposes only.
