SCOPE OF WORK. The City is seeking to procure appraisal services from certified residential real estate land appraiser(s) certified in the State of California to provide appraisal services in support of the Greater Portuguese Bend Landslide Voluntary Property Buyout Program and the scope of work specified below. An MAI designation from the Appraisal Institute is preferred. Services to be provided include preparation of an estimate of the fair market value of each parcel, prepared in accordance with the Uniform Standards for Professional Appraisal Practice (USPAP). The estimate is to reflect the fair market value immediately prior to the atmospheric river events which exacerbated the Page 8 of 12 Pages landslide on the set date of December 1, 2022. The location of the properties will be within the Greater Portuguese Bend Landslide as depicted on the attached map. The consultant(s) shall perform appraisals for the selected properties for the Greater Portuguese Bend Landslide Voluntary Property Buyout Program. There will be approximately 20 homes acquired through the Buyout Program. This program is strictly voluntary. Homeowners are not being forced to relinquish their property and the City will not use eminent domain to acquire a property. Property owners who have been selected to proceed with the purchase of their property may withdraw at any time prior to closing. Therefore, there may be additional appraisals to be conducted for properties replacing those applicants who withdraw. The selected consultant(s) will be considered an extension of City staff and shall be responsible for the successful completion of appraisals for each of the properties selected for the Acquisition Program. If more than one consultant is selected for this work, each individual consultant will be responsible for the properties assigned to them for appraisals.
