Specifications include, but are not limited to: 1. Must conduct sixty percent (60%) of all interviews in-person unless exempted by the DOJ/Background Investigations Unit (BIU) Coordinator (currently Special Agent in Charge (SAC) Terrence Brass) for good cause. 2. Must verify minimum qualifications and all documents submitted by the applicant as evidence of those qualifications. The initial phase of the investigation must be directed towards verifying minimum qualifications for appointment. 3. Must be able to complete a maximum of ten (10) quality background investigations by the established due date (six (6) weeks from the date of assignment). On occasion, the DOJ/BIU may ask for a background investigation to be expedited, (in which the background investigation would be due three (3) weeks from the date of assignment). In these cases, the contractor will be allowed to charge an expedite fee. 4. Provide a typewritten report to the DOJ following completion of the background investigation. The investigation must conform to the standards as outlined in the POST Background Investigation Manual. In addition, the background investigation report shall contain individual statements from persons interviewed, and such statements will include the applicant’s activity with social media, biases, prejudices, illicit drug use, excessive gambling and any unlawful activity engaged in by the applicant. If the report and/or investigation is deemed sub-standard (not in compliance with POST and DOJ guidelines) and as a result is rejected by the DOJ, any additional investigation to correct the problem shall be incurred at the expense of the contractor. Due to its substantial volume, a hard copy of the POST Background Investigation Manual is not being included with this solicitation package, but can be accessed at the following address: http://www.post.ca.gov/background-investigation-manual-guidelines-for-theinvestigator.aspx. 5. Make a weekly verbal and/or written status report to the DOJ/BIU Coordinator, and make an immediate verbal status report when issues surface that are significant, derogatory, adverse or disqualifying.
