Specifications include, but are not limited to: a. Promote animal care and control in accordance with the laws of the State of California and the Ordinances of the County of Kern. Provide public assistance and referral to animal control issues. b. Provide humane treatment of all animals while in shelter. Provide basic first aid services including licensed veterinary care. Ensure that all veterinarian services shall be provided by qualified personnel licensed by the Veterinary Medical Association. Have all dogs and cats spayed/neutered prior to adoption in accordance with State law. c. Maintain adequate staffing levels to ensure all services outlined in the contract are provided in an efficient and professional manner. All staff members are to be uniformed and wear identification badges acceptable to the County. d. Purchase and maintain an adequate inventory of all consumable supplies and consumable equipment necessary to conduct shelter operations. e. Ensure that all animals are appropriately fed and provided with fresh water. Clean kennels and water bowls daily, and change cat litter each day. Collect and properly dispose of animal refuse, manure or other animal waste. f. Vaccinate all cats and dogs upon intake, ensuring that dogs receive intranasal Bordatella and the DAPP vaccinations upon intake, and that cats receive the HCP vaccine upon intake. County to provide, at no cost to Contractor, vaccination solution, needles and syringes.
