DEFENSE HEALTH AGENCY CONTRACTING ACTIVITY (DHACA) HEALTHCARE CONTRACTING DIVISION – WEST (HCD-W)
1.0 Description
1.1 The purpose of this Request for Information (RFI) notice is to conduct market research to determine if responsible sources exist and to assist in determining if this effort can be competitive to GSA MAS holders or GSA Sole Source.
1.2 The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division (HCD-W) - San Diego, California, is seeking potential sources to provide medical transcription services to transcribe and type from specific dictated directions when provided or in prescribed formats from highly specialized medical dictation. The dictation must cover all types of Pathology workload for the Laboratory Department, including Surgical Pathology, Bone Marrow, Autopsy, and Cytology case reports, grossing, microscopic description, diagnoses, amendments, addendums, consults, submitted cases, special studies, and any other information for pathologic-radiographic, or pathologic-clinical correlation.

1.4 This is a RFI only as described in paragraph 6.1 of this request.
1.5 Information gained through this RFI will be used to further refine DHA requirements. All information received may be used to determine an appropriate acquisition plan and strategy for possible future acquisitions; a solicitation(s) has not been developed at this time.
2.0 Background
2.1 Pathology transcription is a specialized branch in medical transcription that focuses on disease diagnosis. Transcription covers the entire process from microscopic to description to diagnosis. Dictation includes patient history and reports, pathology notes from gross description to final diagnosis, preparation of pathology consultation notes, medical documentation, patient progress reports, discharge summaries, procedure notes, ER reports, and operative reports. Accurate transcription and rapid turnaround time is essential for delivering optimal treatment to potentially critically ill patients.
The objective of this contract is to provide Pathology Transcription Services for NMCSD Anatomical Pathology Laboratory in accordance with the SOW.
3.0 Requested Information
The Government is seeking vendors that have a GSA Multiple Award Schedule (MSA) under Category 561410 – Editorial, Publishing, and Library Media Services. Vendors must be able to perform on-site transcription services IAW SOW.
4.0 Responses
4.1 Please provide a capability statement that outlines your company’s ability to meet the requirements outlined in the SOW.

4.3 The Government will only review responses captured through this RFI. Completing this will allow DHA to collect the name, phone number, and e-mail address of a company representative who the Government may (or may not) contact for additional information. Please note that an email address can only respond to the survey once.
4.4 Responses to this RFI are due by 12:00 PM Pacific on 13 August 2024 by email to: jane.v.pamintuan.civ@health.mil
All responses will be reviewed and assessed by DHACA, HCD-W staff.
Each of the responses will be maintained by the DHA as a source of market research information and published on an internal SharePoint site. Any response submitted for this RFI constitutes consent for that submission to be reviewed by military personnel, Government civilians, and associated support contractors. No information will be disclosed outside DHA. Submissions to this RFI is deemed to be DHA property which shall not be returned to sender.
5.0 Industry Discussion
5.1 Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Questions submitted regarding this RFI will not be accepted or acknowledged nor will there be a response. Individual capability briefs will not be accepted.
6.0 Summary
6.1 THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service. Further, the DHA is not, at this time, seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the vendor who is interested in any potential future solicitation(s) to monitor all sites for additional information pertaining to this requirement.
CONFIDENTIALITY: Do not include proprietary, classified, confidential, or sensitive information in your response. Industry responses will be shared with DHA staff for the purpose of market research. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s)
