The City of Riverside OEM Department (“City”) is seeking a qualified entity or individual (“Company”) to develop a Riverside Urban Area Cyber Incident Response Plan (Regional Framework, Response Plan Template to integrate into framework, Emergency Operations Plan Cyber Hazards Annex template) with the aim of creating a regional approach to handling and assisting with significant cyber incidents. As part of the Incident Response Plan, one of the deliverables will be a Cyber Mutual Aid Template MOU. This Template will form the basis of an MOU for Cities, Counties, Districts, and Tribes to provide mutual aid in a cyber incident within the Riverside Urban Area (Riverside and San Bernardino County Operational Areas) similar to how the State has a master mutual aid for Fire, Law Enforcement, and Public Works. The City anticipates selecting one firm to perform the Services.
