The Town of Apple Valley (Town) is seeking to retain the services of a qualified and experienced transportation planning consultant (Consultant) to provide the professional and technical services required to update the Town’s Circulation Element. As part of the update, the consultant/firm must develop and incorporate SB 743 guidelines and assess the impacts to comply with the California Environmental Quality Act (CEQA).
The Town’s circulation system consists of freeways, Arterials, streets, bicycle routes, sidewalks, and trails, as well as modes of transportation, including cars, buses, trucks, and bicycles. As part of the update, the consultant/firm must develop and incorporate SB 743 guidelines and assess the impacts to comply with the California Environmental Quality Act (CEQA).
The last comprehensive update of the Circulation Element occurred in 2012, by Urban Crossroads. This model will be provided for the 2023 update. Though the southern portion of Apple Valley has maintained consistent residential and commercial growth, the Town recently received an influx of applications for High Cube Warehousing in the industrial zoned properties in the north half of the Town. Though the Circulation Element update is for the entire street network of the Town, an emphasis should be directed towards updates in the north half of the Town and perhaps a revalidation of the transportation networks for the southern portion of the Town.
