The Town of Apple Valley (Town) is seeking to retain the services of a qualified and experienced civil engineering consultant (Consultant) to provide the professional and technical services required to design complete Construction Plans and prepare Specifications and Engineer’s Estimate (PS&E) for the Powhatan Road Complete Streets Project.
The Town of Apple Valley was awarded Active Transportation Plan (ATP) Cycle 6 funding through the Southern California Association of Governments (SCAG) for design and construction services for the Powhatan Road Complete Streets Project. CEQA has been completed with a Categorical exemption filed on October 30, 2024 by the Town and will be revalidated as needed by Town staff.
The purpose of the Powhatan Road Complete Streets project is to close sidewalk gaps and create a more accessible sidewalk and bicycle network resulting in a more economical way to travel for lower-income families. The area currently lacks complete streets amenities such as ADA compliant sidewalks and curb ramps. Upon completion, residents will be able to access the area by walking, biking, or using transit. Powhatan Road and Quinnault Road provide vehicle traffic with access to the Apple Valley Village from the south bypassing busy Highway 18. The area has abundant opportunities for shopping, dining, services, and employment for skilled and entry level candidates. A conceptual site layout is included in this RFP as Attachment A and is for reference only.
