Description

The Town of Apple Valley (Town) is seeking to retain the services of a qualified and experienced Right of Way (ROW) consultant (Consultant) to provide the professional and technical services required to obtain Temporary Construction Easements for the Yucca Loma Road Widening project (Project). The project will be funded by local Traffic Impact Fees. Yucca Loma Road is classified as a Major Road in the Town’s Circulation Element and runs east/west through the center of town. The Town has prepared plans to reconstruct the segment between Apple Valley Road on the west and just beyond Rincon Road to the east. Prior to commencing construction, the Town needs to acquire an estimated 24 Temporary Construction Easements (TCE) all from single family homes. While all work will be constructed in the public right of way, crews will need to impede private property for the construction of driveways and retaining walls. The selected consultant will be tasked with coordinating the acquisition of all TCEs along the project corridor as shown on the attached plans.

All submittals received shall become the property of the Town of Apple Valley and will not be returned. Faxed submittals will not be accepted. Respondents may submit proposals via email to rberger@applevalley.org with the fee schedule as a separate attachment. If physical copies are submitted, respondent shall provide a minimum of five (5) copies by the submittal deadline. Proposals shall be delivered no later than 5:00PM on the submittal deadline to:

If the Respondent is in doubt as to the meaning of any part of this RFP or finds discrepancies or omissions, the Respondent shall submit to the Town a written request for information or clarification prior to June 6, 2024. All questions regarding this RFP must be submitted in writing to the attention of Rich Berger either in hard copy or via email at: rberger@applevalley.org. Respondents are prohibited from contacting members of the Town Council or staff regarding this submittal. Failure to adhere to this provision shall be cause for disqualification from this process.

It is the Respondent's responsibility alone to ensure that the Proposal is received by the Town prior to the hour and date noted in this RFP. Any submittals received after that hour and date shall be returned unopened.
