NOTICE INVITING BIDS

Notice is hereby given that sealed bids will be received by the Union Sanitary District in their office located at 5072 Benson Road, Union City, CA 94587-2508, at any time prior to 2:00:00 p.m. on November 16, 2023 for furnishing all labor, materials, equipment, and services for the construction of improvements designated as:

Alvarado Influent Valve Box Rehabilitation Project
(Project No. 800-541)
The project consists of renewal and rehabilitation work at the Alvarado Influent Valve Box (AIVB) and its related components, all located at the Alvarado Wastewater Treatment Plant (WWTP). The rehabilitation work includes the following:

Rehabilitate the AIVB as follows:
- Replace two 42-inch knife gate valves and flanged coupling adapter on the existing twin force main pipes, including valve support, extension stem and yoke and one electric motor actuator. One existing electric motor actuator shall be removed and reinstalled as shown on the drawings. The knife gate valves and one new electric motor actuator will be furnished by the District. Replace the teflon packing for each knife gate valve located between the stem and the valve body.

- Remove the existing pipe wall spools between two knife gate valves and the north wall of the AIVB. Furnish and install new 42-inch pipe spools.

- Perform interior lining repairs to the existing force main piping, including removing existing failing lining material, surface preparation, and installation of lining repair material.

- Perform exterior coating repairs to the existing force main piping, including removing existing failing coating system, surface preparation, installation of steel plate repair patches and installation of epoxy coating to the exterior of the existing piping.

- Removal and replacement of two existing peroxide injection ports on the two force main pipes, including cutting out existing outlets, removal of existing plug valves and blind flanges, preparing existing force main pipe wall, installation of new steel plate with 4” flanged outlet, installation of District-furnished 4” plug valve and blind flange with peroxide piping “stinger” and repairing damage to existing force main pipe caused by the work.

- Repair the existing concrete platform and railing connection.

Replace one 42-inch knife gate valve and flanged coupling adapter on the west force main pipe, including extension stem and yoke, and re-installation of the existing electric motor actuator at the Headworks Valve Box. The knife gate valve will be furnished by the District. Replace the teflon packing for the knife gate valve located between the stem and the valve body.

Install one duckbill check valve and adapter pipe on the existing Alvarado Pump Station force main pipe penetration and two standpipe risers on the existing twin force main pipe penetrations in Control Box No. 1 during a night-time shutdown.

Install and remove two temporary bulkheads on the existing twin force main pipe penetrations in Control Box No. 1 during two separate night-time shutdowns.

Perform coating repairs, including removing existing failing coating system, surface preparation, and installation of epoxy coating to the exterior of the existing piping in the Alvarado Influent Pump Station Valve Box at Control Box No. 1.

Furnish and install temporary noise barriers for the duration of the cleaning and scope of work required in Control Box No. 1.

The successful bidder will have two hundred seventy-five (275) calendar days to complete the Project from the Notice to Proceed, regardless of whether any or all bid alternates are selected by the District.

The Engineer’s Estimate for this Project is $842,940 for the Base Bid Items and $873,040 total including all three (3) Bid Alternates.

A site visit prior to bidding is not mandatory for bidders to be qualified to bid on the project. Prebid photos and videos of the Site of Work as described in the Contract Documents are available to download and view at the hyperlink below:

If bidders wish to attend a voluntary site visit, bidders shall contact the District’s Project Manager, Kevin Chun, at (510) 477-7608 to schedule a site visit. Bidders shall contact the District’s Project Manager at least 72 business hours in advance. The site visits shall be conducted in the presence of the District’s Project Manager or their designee.

All bidders making a voluntary site visit shall comply with the current (as of the date of the site visit) Alameda County Health Order update regarding the use of face covering and the minimum six-foot physical distance from others. In addition, all bidders shall review, complete, and acknowledge the District’s COVID-19 Visitor Screening Questions and Guidelines, which will be made available to bidders upon scheduling the site visit appointment. The District may utilize a touchless thermometer to confirm bidders do not have a temperature of 100.4 degrees Fahrenheit or higher before allowing entry.

Under California Laws and Regulations, the District shall inform all prime contractors of public works, to the extent feasible of relevant public work requirements as listed in Section 00010 of the Contract Documents.

All bidders shall consider and incorporate measures to ensure compliance with all applicable state and county health orders, including but not limited to Alameda County Health Order No. 20-14a, as may be updated from time to time (County Health Order), and the Construction Project Safety Protocols in Appendix B to the County Health Order. Among other things, compliance shall include but is not limited to the designation of a site-specific COVID-19 officer or supervisor, daily screening protocols, the implementation of social distancing, the provision of personal protective equipment (PPE) and requirement to wear face coverings, the implementation of cleaning and sanitizing requirements, and posting of signage and notices. For Large Construction Projects, compliance also includes but is not limited to preparation of a new or updated Site-Specific Health and Safety Plan and designation of a site-specific COVID-19 Third-Party Jobsite Safety Accountability Supervisor.

Copies of the Contract Documents are available for public inspection at the District’s website: https://unionsanitary.ca.gov/about-us/usd-construction-projects/projects-out-to-bid. A paper copy of the Contract Documents, including half size drawings, may be purchased at the District Office for a non-refundable $50 charge, which includes the appropriate State sales tax and UPS Ground shipping costs. Bidders can provide their UPS or Fed Ex account number for any overnight shipping but the charge will not be discounted. Partial sets of Bid Documents are not available from the District. Bidders may pay for plans and specs by sending a check made out to Union Sanitary District, 5072 Benson Road, Union City, California 94587, or by going to our website www.unionsanitary.ca.gov for payment by VISA or MASTERCARD credit card.

All bidders submitting a bid must purchase and receive a paper copy of the Project Manual of The Alvarado Influent Valve Box Rehabilitation Project, Project No. 800-541 from the District prior to the bid opening date. All submitted bids must be on bid forms included in the purchased paper copy of the Project Manual or subsequent addenda. A bid submitted to the District by a bidder who has not purchased and received a paper copy of the Project Manual of The Alvarado Influent Valve Box Rehabilitation Project, Project No. 800-541, or submitted on bid forms not included in the purchased paper copy of the Project Manual or subsequent addenda shall be considered non-responsive and shall be rejected by the District.

Each bid must conform and be responsive to the invitation, the Plans and Specifications, and all documents comprising the Contract Documents. Each bid shall be presented under sealed cover and shall be accompanied by a certified check or bidder's bond, made payable to the District, in an amount not less than ten percent (10%) of the bid. The said check or bidder’s bond shall be given as a guarantee that the successful bidder will execute the contract in conformity with the form of agreement contained within the contract documents, and will furnish bonds and insurance policies as specified within ten (10) days after notification of the award of the Contract to the successful bidder.

Cost for work described in each addenda issued during the time of bidding shall be included in the Bid and the addenda shall become a part of the Contract documents.

Bidders shall develop and submit bids at their own expense. The District will not reimburse any costs associated with the development and submittal of any and all Bids.

The District reserves the sole right to reject any and all bids and to waive any informality in a bid.

No bidder may withdraw its bid for a period of ninety (90) days after the date set for the opening thereof.

At the successful Contractor's option, securities may be substituted for the required retention, in accordance with the provisions of Section 22300 of the State of California Public Contract Code.

In accordance with the provisions of California Public Contract Code Section 3300, the District has determined that the Contractor shall possess, as a minimum, a valid Class A License. In accordance with the provisions of California Business and Professions Code Section 7028.15, a bid submitted to the District by a Contractor who is not licensed in accordance with Chapter 9 of the California Business and Professions Code shall be considered non-responsive and shall be rejected by the District.
