The Apex Park and Recreation District is seeking proposals from qualified firms with expertise in resource allocation, cost recovery, and strategic planning to assist with the development of budgetary guidelines and a long-term sustainable fiscal and recreation facility master plan. Areas of focus will include a phased approach to staff and Board of Director training and education, developing a district-wide cost recovery strategy that guides staff decisions regarding pricing for our services, and which leads into a strategic plan that assists in future facility master plan decisions. It will include community outreach and feedback, staff recommendations, analysis of current programming mix, facility inventory and future growth opportunities, and a final plan product.
Phase I – Cost Recovery
- Staff and Board of Directors education and training
- Service category development
- Data gathering on direct and indirect costs; develop baseline cost model for programming
- Continuum for Apex subsidization levels or cost recovery expectations
- Develop fees and charges recommendations with supporting documentation and tools for future decisions
Phase II – Current conditions and future needs
- Analyze current programming, facility inventory, and Apex demographic information
- Survey community on fee philosophy and tolerances, programming mix and willingness to pay through various fees, taxes, and profit/non-profit variances
- Continue to work with Apex staff steering committee, convene regular check ins and updates
Phase III – Alternatives
- Develop alternative cost recovery options to support various programmatic and facility plans
- Conduct community outreach sessions to develop future facility development alternatives based upon financial capacity of the District (based in CR and other fiscal conditions)
- Review input on community recommendations with staff and Board of Directors
Phase IV – Recommendations
- Provide Apex with final recommendations for a long term sustainable 2030 Vision
