The Boulder County Parks and Open Space Department (BCPOS) is seeking bids from qualified experienced firms for the repair work on the Castle Rock Bridges.
The cost of the repair and the associated engineering services will be partially funded by an Off System Bridge grant that is being administered by the Colorado Department of Transportation (CDOT) and the Federal Highway Administration (FHWA). The selected contractor will follow the standards and procedures as specified by CDOT, the FHWA and Boulder County.
All contractors submitting bids must be on the CDOT preapproval list of qualified contractors.
The repair work is to be done on two historic vehicular bridges that span Middle Boulder Creek in Boulder Canyon. The bridges are approximately 1000 ft. apart and are located in Boulder County on an undesignated side road that connects with Colorado State Highway 119 between mile marker 29 and 30. The bridges are at an altitude of 7750 ft. The bridges are open to vehicular traffic and have a weight limit of 10 tons.
The bridges are: a 24-foot long concrete slab bridge (Lower Bridge), and a 33-foot long steel girder bridge with a concrete deck (Upper Bridge). There have been 3 inspections completed on the bridges since 2011. The Sufficiency Rating for the bridges was determined to be 39.0 for the slab bridge, and 29.0 for the steel girder bridge, with the overall condition of both bridges being described as fair to poor. For both bridges, the inspections identified the most significant structural issue as severe scour undermining the abutments.
In June, 2013 the engineering firm Short Elliott Hendrickson Inc. (SEH) produced repair design and
construction documents to address the scour issue, and to ensure the future structural integrity of the bridges. In addition, BCPOS had a historical assessment done on the bridges, and the conclusion was that the bridges are eligible for listing as a Boulder County Landmark, as well as being eligible for the State and National Register of Historic Places: this was a consideration when producing the design for the repair work.
A Mandatory Pre-Bid meeting is scheduled for 10 a.m., Thursday, August 10, 2017, at the construction site in Boulder Canyon that is located on a side road adjacent to State Highway 119 between mile makers 29 and 30. A representative from your company must be in attendance at the meeting. Bids from firms not represented at the Mandatory Pre-Bid meeting will not be accepted.
The successful bidder(s) will be required to enter into a Contract for Services with Boulder County. The
selected contractor will comply with all state and local licensing requirements, including but not limited to, filing the State of Colorado Statement of Foreign Entity Authority paperwork, if contractor is not a Colorado company.
Contractor shall be authorized to do business in the State of Colorado and shall provide the County a current Certificate of Good Standing evidencing such authorization. Furthermore, Contractor shall be responsible for all applicable sales and employment taxes.
The selected Contractor will be required to be in good standing with the Federal Government, any agency that is not in compliance or in violation of Federal law will not be considered by Boulder County. Boulder County will not conduct business with any entities listed on the Federal Debarment Checklist.

Provision, the Bidder shall make good faith efforts to meet the following contract goal:
4.25% Percent DBE participation.
