Summary of Specifications:
The Boulder County Housing Authority (BCHA) invites Independent Certified Public Accountants, who are licensed to practice in the State of Colorado, to submit proposals for the performance of an examination of its financial statements for the period beginning January 1, 2012 and ending December 31, 2012, with the expectation that the annual audit contracts will be awarded for two (2) years thereafter, subject to the mutual satisfaction of both parties. The purpose of the examination is to express an opinion on the fairness with which the general purpose financial statements present the Housing Authority’s financial position, results of operations and cash flows of its proprietary fund types in conformity with generally accepted governmental accounting principles and to determine whether operations were conducted in accordance with legal and regulatory requirements. The awarded contractor will be expected to enter into a 1 year contract with 2 additional one year renewals for periods 2012, 2013 & 2014. The Board of County Commissioners and Senior Management believe that it is in the best interest of BCHA to periodically review our current external audit relationship. We place the highest emphasis on the integrity of financial processes, communication and disclosures. We believe that our audit must deliver the optimum levels of assurance to all key stakeholders.
