Boulder County is currently seeking proposals for residential structural assessment services. This single family ranch house built in 1987, located at 3495 McCaslin Boulevard, in Superior Colorado is owned by Boulder County and maintained by the Parks and Open Space Department (BCPOS). The house is approximately 2,300 square feet including the finished space on the main level and the unfinished space in the basement. The house is currently vacant, but has been used as a rental property in the past. Based on the assessment and cost of repairs identified in this RFP, the house may potentially be used as a rental property in the future as well.
BCPOS would like to evaluate the costs associated with assessing the structural integrity of the basement and north facing walls, developing conceptual design plans to repair any identified structural deficiencies, developing conceptual cost estimates for the different conceptual design alternatives, and as an additional bid alternative to possibly prepare 100% of the construction documents including; plans, special provisions, technical specifications, and cost estimates to make the necessary repairs. The house was inspected by Case Inspection Services, Inc. in 2012 as a routine procedure (see Attachment A). Prior and recent inspections have indicated there may be structural concerns associated with the foundation. The foundation walls in the basement are bowed, especially in the Northeast corner of the residence. This appears to have been caused by backfill or poor form work at the time of original construction. There have been no significant changes noticed either before or after the most recent inspection in 2012. The 2012 inspection report notes that there appears to be significant structural movement in the North foundation wall, in the stairwell, and in the wall structure above.
The successful bidder will be required to enter into a Contract for Services. All work must be overseen by a licensed and qualified Structural Engineer. Payment and Performance Bond requirements are addressed in the attached Sample Contract (see Attachment B). Payment and Performance bonds will be required for bids over $50,000.00. Bonds must be received and approved, by the County, prior to work commencing. If applicable, a Notice of Final Settlement will be required and retainage based upon the selected bid.
A Mandatory Pre-Bid meeting is scheduled for January 20, 2016 at 1:00 p.m. at the Verhey Open Space property site, located at 3495 McCaslin Boulevard, Superior, Colorado, 80027. Interested parties are to meet at the site location at 1:00 p.m. (see Attachment C). A representative from your company must be in attendance at the meeting. Proposals from companies not represented at the Mandatory Pre-Bid meeting will not be accepted.
