The Colorado Department of Corrections (CDOC) asserts that RR Donnelley & Sons is the only authorized source for purchasing Title Paper. As the owner of the intellectual property for the MicorSecur security certificate border, RR Donnelley provides a variety of features, including microprint latent images and an asymmetrical pattern that prevents cutting and pasting, along with other overt and covert security options used by the State of Colorado. Moreover, RR Donnelley is the sole vendor approved by the Colorado Department of Revenue to furnish the required security features for vehicle titles.

This Notice of Proposed Sole Source has been published to allow any prospective competitors or other interested parties to submit comments and/or an objection to the determination that RR Donnelley & Sons is the Sole Source from which to purchase this product.
