The City of Aspen Water Utility must follow state and federal rules and regulations to ensure a safe water supply for its residents and visitors. The prevention of potentially dangerous backflows into the public water supply is an essential part of this effort. The State of Colorado requires owners of commercial and industrial properties, as well as owners of single-family homes (under certain circumstances), to annually install and test, repair, or replace backflow assemblies, as necessary. The Water Utility reports testing results to the state and enforces compliance.
The Water Utility seeks to manage its backflow program, (which currently includes approximately 5,500 backflow assemblies), as efficiently, accurately, and cost-effectively as possible. To that end, it is seeking information on the breadth and depth of backflow management services offered by vendors. This RFI is a precursor to the potential issuance of an RFQ/RFP for a comprehensive solution to backflow program management.
