RFP07052017 - Financial Software

The City of Evans is seeking a software solution of single or multiple products which will meet the needs of our Finance Department and users. Applicants offering solutions to one or more functional areas are encouraged to respond. Systems should be able to work with existing city technologies and services such as InHance Utility Billing, Questica Budget, ESRI, Microsoft 365 and Laserfiche. The City of Evans is looking for an open architecture system that will meet the growing demands of our organization and the desired operational objectives. The system should be primarily or solely focused on meeting requirements of Generally Accepted Accounting Principles (GAAP). This system needs to specifically address such things as fund accounting, pooled cash, encumbrances, tax collection and budgetary controls. For the purposes of this RFP the City of Evans will focus on the following functional areas:
·       Governmental General Ledger
·       Accounts Payable
·       Project Accounting
·       Grant Accounting
·       Purchasing
o   Requisitions
o   Purchase Orders
o   Electronic approval and routing
·       Accounts Receivable
·       Licensing and Tax Collections
·       Fixed Assets
·       Reporting
·       Sending/Receiving reports from other systems
·       Others which may be used to improve the City’s business process
