Summary of Specifications:
In 2012 and 2013, the City of Greeley (“Greeley”) and the City of Fort Collins (“Fort Collins”) mitigated portions of the burn area from the Hewlett Gulch Fire and the High Park Fire. Greeley, in conjunction with Fort Collins and Larimer County (“Larimer”) (collectively “Partners”), will continue these efforts throughout 2014. In performing these efforts, the Partners have developed a mitigation work program with the assistance of JW Associates and the Natural Resources Conservation Service (“NRCS”), United States Department of Agriculture. The NRCS has also allocated and awarded reimbursement funds to the Partners to cover the cost of the mitigation efforts related to the High Park Fire. Such reimbursements are authorized under the Emergency Watershed Protection Program, which provides funds for hazards created by natural disasters that cause a sudden impairment of a watershed. On behalf of the Partners, Greeley’s Water and Sewer Department is requesting Proposals for High Park Fire post fire aerial mulching, with the potential for additional mitigation services to include, but is not limited to tree felling services and other enhanced mitigation techniques (also referred to herein as “enhanced mitigation”). It is the Partners’ intent to engage a qualified and experienced professional company to complete the scope of work, described below, in a manner that meets or exceeds the expectations of the inspection team. The inspection team will be comprised of the Partners as well as the NRCS staff members.
