F22-03-026 - Water Quality Evaluation & Distribution System Optimization Study

The City owns and operates two water treatment plants (WTPs), the Bellvue WTP and Boyd WTP. Treated water is provided to approximately 115,000 citizens which is conveyed through over 645 miles of transmission and distribution pipelines. The City’s raw water sources come from four river basins, utilizing six high-mountain reservoirs, and raw water supply pipelines. The Bellvue WTP and Boyd WTP have different raw and finished water quality characteristics. Water from both plants flows into to Greeley distribution system or into three potable water storage sites (23rd Ave, Mosier, and Gold Hill).  The purpose of this study is to examine and optimize the water treatment plants to improve effluent water quality of each plant to meet and exceed all regulations in the Lead and Copper Rule (LCR) and disinfection byproducts (DBP) rule. This study will also include the analysis of the City’s storage and distribution system for capital and operational improvements and to improve water quality (LCR & DBP) and efficiencies.
