Overview: The City of Longmont, Planning and Development Services Department, seeks hourly pricing for building permit technician services. The total amount paid for services in 2018 shall not exceed $15,000. Services will be provided on-site at the City's Development Services Center, Monday-Friday, 8:00 am - 5:00 pm.
The City anticipates services it will only need these services until December 31, 2018 at the latest. However, the City may request to extend the agreement term should the need arise and additional funding be made available.
Minimum qualifications: The personnel assigned must meet or exceed the following minimum qualifications.
- Any combination of experience and education equivalent to the completion of the twelfth grade and two years' experience in construction, inspection, engineering, or a related field.
- Ability to read and interpret a wide variety of plans and specifications relevant to permit consideration.
- Ability to operate a computer terminal for the purpose of entering and retrieving information.
- Ability to receive and process building permit applications, calculate permit fees, process contractor license applications and prepare submittals for various board hearings.
Scope of Work:
- Front counter customer service, answering phone calls and working independently entering incoming applications and follow-up customer contact regarding those applications.
- Receive plans, check and verify accuracy and completeness of information; calculate permit fees based on type of construction and use of building; issue permits.
- Assist in performing specified plan check procedures; distribute plans for further plan review on complex projects.
- Provide basic information on costs of permits and procedures for issuance of permits, contractor licensing, and compliance with building code provisions.
- Issue certificates of occupancy for residences and commercial/industrial buildings upon approval of City.
- Calculate permit fees on small scale projects. Most fees are automatically calculated in Accela, but there may be requests over the phone for fee esimates on projects.
- Perform routine plan reviews on fences, water heaters, furnaces, residential lawn sprinklers, siding, stucco, re-roof, UOPP and minor window replacement work, and other similar projects. May include plan review on small scale residential permits.
- Experience with Accela permitting software desirable.
Other requirements:
- The awarded vendor will execute the City's Services Contract. The sample contract is included as Attachment B. Any exceptions taken which represent a material deviation from the contract terms may cause the City to deem your Quote non-responsive.
- The awarded vendor will provide a certificate of insurance to the City at the time of contract execution which meets the requirements specified in the sample contract, including naming the City as additional insured with respect to general and auto liability.
