Summary of Specifications:
The City of Longmont, Colorado is accepting quotations from qualified contractors for hearing officer services. The City is a full service home rule municipality located about 35 miles north of Denver. The City has an occasional need for hearing officers to hear and decide hearings in accordance with the applicable provisions of the Longmont Municipal Code. Various sections of the Municipal Code have provisions for hearings, including but not limited to sections on industrial pre-treatment violations, private refuse collection, water utility, private alarm systems, weed control, personnel rules (human resources), utility billing, sales tax and stormwater. In addition, the City has recently adopted a new administrative civil penalty ordinance which provides a civil remedy as an alternative to criminal prosecutions in Municipal Court. The new ordinance provides for appeals before a hearing officer of administrative orders and civil penalty assessments. Depending upon the responses to this RFQ, the City may hire one or more persons with general experience in municipal law, or one or more persons who specialize in certain areas of municipal law (by way of example only, with experience in human resources or code enforcement issues). Hearing officer services will be requested on an “as-needed” basis, and the City will not guarantee a minimum number of hearings to any hearing officer. Funds are not specifically appropriated for these services, but may be made available as needed.
