Summary of Specifications:

The Project is located on both private property and Boulder County public open space property in Boulder County, South of the town of Hygiene and east of 75th Street. The Project includes construction of a Heron Lake rip-rap spillway and outlet structure, approximately 2,000 lineal feet of open channel for conveyance of flood flows, one irrigation ditch crossing with turnout structure, approximately 2,000 lineal feet of 15-inch storm drainage pipe and outlet structure, 6-inch perforated underdrain pipe, two access road crossings of the open channel and special shrub plantings. The ditch and access road crossings of the open channel will be constructed on an embankment using specially graded material to create erodible crossing structures. Nationwide permits 7 and 46 will apply to the project and the contractor will be required to comply will all requirements of the permits. Work adjacent to the St Vrain Creek must limit impacts to Prebles Meadows Jumping Mouse Habitat and must comply with all conservation measures included in the United Stated Fish and Wildlife Service Concurrence Letter. Completion of the irrigation ditch crossing shall be completed by March 30, 2015 and all work adjacent to the St Vrain Creek on Boulder County Property shall be completed before May 1, 2015. Two bid alternatives will be considered for the project. Bid alternate 1 must include the requirements of the Federal Construction Contract Provisions of the Community Development Block Grant Disaster Relief Program (see Attachment B of the Project Manual). Bid Alternate 2 will not include the Federal Construction Contract Provisions. Each bid alternate will have two parts; part 1 will include all work on the Golden Land Company property, part two will include all work on Boulder County property. The bid for the Boulder County work will be used to document work for FEMA flood recovery reimbursement.
