BACKGROUND: A major flood event in September 2013 severely impacted Longmont, especially along the St. Vrain Creek. Flooding affected many properties within and outside of the floodplain, damaged infrastructure, and temporarily shut down roads and bridges cutting the City in half. A flood event of this magnitude had not been experienced in Longmont since 1894, and it served as a reminder that the risk of major flood events is real and ever-present. From the disaster comes the opportunity to protect the community while restoring the St. Vrain Creek channel and improving its resilience to future flooding. . The Resilient Saint Vrain Project will restore and revitalize the creek corridor through Longmont. The project is split into two reaches: the City Reach from Left Hand Creek west to Airport Road and the Sandstone Ranch Reach from Boulder Creek to County Line Road. Creek improvements will be completed in phases. Final design is complete for the first two phases: City Reach 1 from Left Hand Creek west to Main Street and the Sandstone Ranch Reach. Construction is anticipated to begin on the first two phases in 2016. . SCOPE OF WORK: The primary work to be performed under this contract includes construction of the Resilient Saint Vrain Project – Sandstone Ranch Reach. The project consists of stabilizing the creek banks in priority areas to protect key infrastructure and access routes. Project work includes, but is not limited to: • approximately 7,500 linear channel feet of stream restoration, in-channel and overbank grading, general site grading, rock excavation, clearing and grubbing, placement and haul of site material, placement of soil riprap bank stabilization, and access for construction activities; • rootwads for bank stabilization and habitat improvement in select locations; • concrete greenway trail and crusher fines; • storm drainage culvert pipe with flared-end sections and trash racks; • a concrete diversion structure with slide gate and parshall flume; • a concrete diversion structure with piers for placement of stop logs; • two 140-foot pre-fabricated pedestrian bridges with a single pier and abutments, including wing walls; • water control and stormwater pollution control; • wetlands plantings, landscaping, seeding, re-vegetation and irrigation. . The contractor shall supply all superintendence, labor, materials and equipment necessary to complete the work in accordance with: all applicable federal, state and local laws and regulation; all applicable permits; the contract plans and specifications. . BID CONDITIONS: The City of Longmont is seeking qualified contractors with applicable experience comparable to the Scope of Work, as described above, for the Resilient Saint Vrain Project – Sandstone Ranch Reach. 1. Qualified contractors shall have successfully completed the construction of at least two (2) projects of similar scope and complexity to this creek project within the last seven (7) years. Project(s) shall be listed as one of the three (3) projects of similar nature when completing the Attachment C – Bidder’s Comparable Project Data form, included with the Bid Submittal Documents. Any contractor that fails to comply with this requirement will be considered non-responsive. 2. The Contractor’s representative who is directly responsible for managing the project and the contractor’s on-site representative who has immediate charge on a daily basis shall each have satisfactorily completed the same responsibilities on at least two (2) projects of similar scope and complexity in the last seven (7) years. Contractor’s representative(s) shall be listed as one of the principal members when completing the Attachment E – Bidder’s Officials and Key Personnel Data form, included with the Bid Submittal Documents. Any contractor that fails to comply with this requirement will be considered non-responsive. 3. Qualifying projects must have been performed for federal, state or local government agencies. Projects performed for developers or private entities will not be considered as qualifying projects. 4. Qualifying projects must be valued at a minimum of one million dollars ($1,000,000.00). 5. Qualifying projects must have been performed principally by the contractor’s own forces. Work performed principally by other contractors or subcontractors will not be considered as qualifying. 6. Contractor must be able to bond for the full contract amount for this project. The engineer’s estimate for this project is between $5,000,000 and $10,000,000. 7. Contractors shall submit the Attachment F – Subcontractor’s Qualification Data form for each of their subcontractors completing any work items specifically listed in the Scope of Work. Subcontractors shall have satisfactorily completed the same responsibilities and successfully completed work of similar scope and complexity to this creek project. Project(s) shall be listed as one of three project of similar nature when completing the Attachment F – Subcontractor’s Qualification Data form. Any contractor that fails to comply with this requirement for subcontractor reporting may be considered non-responsive.
