Summary of Specifications:
SCOPE: The work to be performed under this contract includes minor widening of State Highway 66 and East County Line Road for right-turn lanes at the NW, SW and SE quadrants. Left-turn lanes will be provided for both directions of East County Line Road. Acceleration lanes are proposed for northbound East County Line Road to eastbound SH 66 and southbound East County Line Road to westbound SH 66. In addition, the existing span wire traffic signal will be replaced with a pole/mast arm system that meets current CDOT/City standards. Major work items include: grading, embankment and subgrade preparation; complete and partial asphalt pavement removal; asphalt patching, widening and overlay; storm drainage culverts; pavement markings; traffic signal improvements and erosion control items. The work includes all labor, materials, equipment and incidentals necessary to complete intersection improvements at State Highway 66 and East County Line Road. This is a CDOT local agency project that includes federal hazard elimination funding. This project has a UDBE goal of 10%.
The CDOT Form 347, Certification of EEO Compliance, is no longer required to be submitted in the bid package. This form certified that the contractor/proposed subcontractors were in compliance with the Joint Reporting Committee EEO-1 form requirements. The EEO-1 Report must still be submitted to the Joint Reporting Committee if the contractors and subcontractors meet the eligibility requirements (29CFR 1602.7); we will, however, no longer require certification. This project is within CDOT right-of-way; therefore, prospective bidders must be prequalified by CDOT. The prime contractor shall by prequalified in at least one of the following work CDOT Work Codes: 02 – Grading (general) or 05 – Paving (general).
