Summary of Specifications:
Following is an outline of a general scope of work. The consultant may expand upon, modify, add or remove tasks in order to provide a better product. The consultant may recommend a core scope that is in line with our EECBG grant budget ($50,000.00), and additional “optional” tasks that would be beneficial to the project. Work tasks that might be performed by either consultant or City staff may also be depicted as “optional” tasks in the scope. The final scope of work will be made a part of the final agreement. 1) Review City signal system infrastructure / equipment (general), City signal timing practices and philosophies, and available background data. 2) With City staff, determine a.Overall signal system goals and objectives b.Goals and optimization strategy for this traffic signal timing project c. Project performance measurements that measure benefits and satisfy EECBG grant requirements d. Any additional data collection for Synchro networks, and “before” performance measure data e. Data “estimation” needs (such as turning movements where data is not available) for Synchro networks, estimation methodology, and task responsibility (consultant, City staff, or both) 3) Develop Synchro networks for existing conditions and evaluate current signal timing performance. 4) Provide recommendations for: a. Optimum periods for time of day coordination and free operation for weekdays and weekends b. Optimum coordination between corridors, opportunities for half-cycling, coordination of heavy turning movements, and other strategies c. Identify weekday / weekend time of day periods with best potential for energy efficiency gains that project will develop and implement updated timing plans d. Additional “after” performance data that may be needed e. Cost effective techniques and new or future technologies that would be beneficial to Longmont’s signal system operation and efficiency 5) Develop recommended signal timing changes for selected corridors and time periods 6) Work with City staff to prepare documentation that satisfies EECBG grant requirements and summarizes the project methodology, timing changes, energy savings, and key study findings and recommendations. Consultant will also provide any information required for EECBG quarterly reports.
