Summary of Specifications:
The City of Louisville is developing small area plans, including a wayfinding plan, for two separate areas of town, the McCaslin Blvd area and the South Boulder Road area. The plans will identify the preferred vision and development pattern for the areas, and the necessary steps to achieve those, including infrastructure improvements and zoning changes. The plans were called for in the City’s 2013 Comprehensive Plan update, which set a general framework for the areas. The Comp Plan is available here: http://louisvilleco.gov/Portals/0/Planning/Comp%20Plan/2012-2013 ompplan/FINALComprehensiveplan07May2013.pdf.
City staff will lead the creation of the plans, but the City is seeking targeted consultant assistance in a few key areas, including facilitation, urban design, and transportation. The selected consultant team will be expected to participate in public meetings and other outreach activities, help analyze existing conditions and generate alternatives for the project areas. The consultant will also provide facilitation support for the public meetings; design and graphics support in the development of three alternative land use and infrastructure plans for each corridor and provide transportation analysis support as needed. Each plan will take approximately nine months to complete, with a staggered start, so that both projects should be completed within one year. The creation of the wayfinding plan will be incorporated into the process for the small area plans, but has been budgeted separately.
Timeline – The McCaslin Blvd Plan is expected to begin in June, 2014 and be completed by March, 2015. The South Boulder Road Plan is expected to begin in September, 2014 and be completed by June, 2015.
