The City of Loveland Water and Power Department (City) is soliciting statements of qualifications from
general contractors for construction of the Water Quality Laboratory Project (Project). The City currently has two (2) water quality labs that are State Certified by the Colorado Department of Public Health and Environment (CDPHE). The Wastewater Treatment Plant Lab (1,170 sf) was constructed in 1974, and the Water Treatment Plant Lab (125 sf) was constructed in 1981. The proposed project would construct a laboratory building on the grounds of the wastewater treatment plant and will serve the functions of both water and wastewater laboratory needs.
Through this Statement of Qualifications (SOQ) process, the City will develop a list of prequalified general contractors, which will be allowed to bid the Project. The City will only allow general contractors qualified through this SOQ process to bid on the Project.
II. Purpose
The purpose of this solicitation is to receive and evaluate statements of qualifications from general
contractors to construct a water and wastewater laboratory building on the grounds of the wastewater
treatment plant. The contract documents include a base bid - an approximate 7,200 sf building envelope and a bid alternate which includes the addition of two laboratory spaces (shell space and environmental compliance for an additional 800 sf) and increases the building envelope to approximately 8,000 sf. For both options, the total office area is approximately 2,000 sf with the remaining area dedicated to the laboratory. If qualified, the Contractor’s bid should include both, the base bid and bid alternate. After the bids are evaluated against the City’s available budget, the City will either choose the base bid, bid alternate, or, if necessary, cancel the bid and rebid.
