Summary of Specifications:
The City of Pueblo is soliciting competitive proposals from qualified companies to provide design, engineering and construction documents for the Fountain Creek Watershed Trails and Recreation Projects, Access and Activity Area. Only Proposers qualified to offer such services will be considered. In 2010 and 2012 two separate master plans, “Pueblo Historic East Side Greenway Master Plan, 2010” and “Pueblo, Historic East Side Initiative, 2012,” were completed. Both Master Plans contemplate recreational pursuits adjacent to Fountain Creek and the El Centro Del Quinto Sol Recreation Center. Each plan contains provisions for a “wheel-park,” picnic areas, shade shelters, and a plaza with paved walkways providing direct access to Fountain Creek. The Historic East Side Initiative focuses on “signature event spaces (East Side Rocks) and beach access to the creek (East Side Beach Side).” The “wheel-park” is an integral part of the project of the four-acre multiple component park area and will act as the primary draw to the park. The “wheel-park” was identified in the GOCO grant as “a necessary component” of the project providing an opportunity for active recreation in Fountain Creek. The justification for this statement stems from the physical nature of Fountain Creek preventing individuals from pursuing active recreational activities in the creek due to its low flows and sedimentation that bars boating, tubing, rafting, or fishing. Therefore, the “wheel-park” shall have an artistic element that will mimic the creek’s appearance. The “wheel-park” will be located within the “Creekside Access and Activity Area” adjacent to Fountain Creek and within the “dry-side” of the Army Corps of Engineers flood levee. The layout of the “wheel-park” should entertain and challenge users of all skill levels, and provide spectators the opportunity to view activities in a comfortable park setting.
The City has pre-qualified "wheel park" consultant firms and has two firms that the awarded consultant for this project must select from.
The City of Pueblo is seeking design of a multi-use public space that will incorporate elements of the master plans and become the cultural and recreational focal point of the East Side Neighborhood and City.
