Housing Consulting Services in Creation of Affordable Housing Development Plan
BACKGROUND
The City of Brush! (“City”), Colorado is seeking the services of a qualified housing consultant to work with City staff in developing a plan (“Plan”) for utilization of approximately 29 acres of land owned by the City for the primary purpose of senior housing.
The City opted into the State initiative of Proposition 123 of addressing affordable housing around the State, with the City’s goal of creating 64 additional units over the next three years. The Department of Local Affairs awarded the City funds through the Local Planning Capacity Grant Program, which is funded by the State Affordable Housing Support Fund, for the intent of this RFQ. A senior housing needs assessment was recently completed by Ayres Associates through the Northeast Colorado region, and the intent is to incorporate those findings into the Plan for use of this property, which will help address the City’s goal of additional affordable housing units.
“Affordable Housing” through the State initiative is defined through the legislation (HB 23-1304) for rental and for-sale housing as follows:
Rental housing
A household with an annual income of at or below sixty percent of the area median income, and that costs the household less than thirty percent of its monthly income.
For-sale housing
A household with an annual income of at or below one hundred percent of the area median income, for which the mortgage payment costs the household less-than thirty percent OR LESS of its monthly income.
Both types of affordable housing will be considered as part the Plan to be developed.
OBJECTIVES
Though the Plan is to be created through the consultant’s and City’s work together, the following are key elements of objectives that will influence the planning process:
- Clear steps and processes to structure and advance the project in its implementation
- Maximizing the accessibility and appeal of the project design for a development partner, as well as the future residents.
- Recommendations for:
- Considerations for affordable housing development agreements, as well as various examples
- Best project management practices
- Incentive ideas
- Oversight necessities for City
- List of potential developer partners
- Identify funding routes and capital stack options, including grant opportunities
The City seeks to have a consultant selected by December 31, 2024, with the expectation of the work beginning in Q1 of 2025. Once a consultant is selected, the expectation is that the Plan is completed in no more than seven (7) months. This timeline will help ensure that the project maintains momentum, as well as meet grant deadlines for the next step of the project process.
Once the plan is finalized, the next step for the City is to seek additional grant funding for assistance of the design and engineering of Plan on the property site.

QUALIFICATIONS
Qualifications for the RFQ respondents (“Respondent”) include:
- At least five (5) years experience in Real Estate, Planning, Housing Development, Affordable Housing Financing or other related field.
- A statement indicating that they have current policies for all required insurance for general liability, automobile, worker’s compensation (statutory) and professional services liability. (Copies will be requested at a Later Date)
- Ability to complete the work within the declared timeline.
- There will be a resident Respondent preference for Colorado-based firms, which is defined as one authorized to transact business in the State of Colorado, maintains a place of business in Colorado and pays unemployment compensation taxes.
EVALUATION
Guidelines for evaluating a Submission shall include:
- The ability, capacity and skill of the Respondent to perform the contract or provide the service required.
- The overall cost for services.
- The ability of the bidder to perform the contract or provide the service promptly or within the time specified, without delay or interference.
- The reputation and experience of the Respondent, including the City's previous experience with the Respondent.
- The quality, availability and adaptability of the contractual services to the particular use required.
- The ability and availability of the Respondent to provide future service for the use of the subject of the contract.
- Any conditions attached to the Submission by the Respondent.
AWARD
Basis of award will be the lowest responsive and responsible Submission as determined by the City. The City reserves the right to reject any and all Submissions, to waive any and all informalities and to negotiate contract terms with the successful bidder, and the right to disregard all nonconforming, non-responsive or conditional Bids. The City reserves the right to waive any irregularities or to waive any technical defects in the bidding process as the best interest of the City may be served.
The selected Respondent will be required to execute a contract with the City. Prior to execution of the contract for Housing Consulting Services, the selected Respondent will be required to submit to the City a certificate of insurance that meets the requirements set forth in the contract. Prior to execution of the contract, the fee for services may be negotiated between the City and the selected Respondent to the satisfaction of the City, within its sole discretion. The proposed fees should include all direct and indirect expenses as well as the costs of all sub-consultants and reimbursable expenses. Hourly rates for the consultant, staff and sub-consultants assigned to the project should be indicated on the fee proposal. The selected Respondent will be required to provide pricing information specified in the contract at the time of fee negotiation.
