Late Bids will not be accepted under any circumstances, and any bids received after the opening shall be deemed unresponsive and returned to the submitting contractor unopened. In addition, Bids sent by telegraphic and/or electronic means will not be accepted. Interested contractors will be expected to allow adequate time for delivery of their Bids either by freight, postal service, or other means. Sole responsibility rests with the contractor to see that their Bid is received by the prescribed deadline provided above. All contractor Bids and copies thereof will be prepared at the submitters expense, and upon submittal to the City, the bids will become a City record and therefore a public record. The City reserves the right to waive any irregularities in the Bids, including the right to reject any and all contractor Bids, in part or in whole, and to select the most responsive and responsible contractor as deemed in the best interest of Fountain.
