The City of Lafayette is pleased to release this Request for Proposal (RFP) for professional strategic planning services to develop Strategic Plans for two departments; the Lafayette Public Library and the Arts & Cultural Resources Departments (jointly identified in this document as LPL/ACRD) for the years 2024 - 2029. Because the time of community members is valuable and LPL/ACRD have significant overlap in stakeholder groups including harder to reach and underserved populations the City seeks to have these departments work together for shared community engagement in the development of two distinct plans.
All Lafayette City Departments work to implement City Council’s adopted Strategic Outcomes, which are based on the community’s values, needs, priorities, and aspiration. Through the LPL/ACRD planning process, the City hopes to gain a deeper understanding of these community-based interests and then develop a series of goals, objectives, and activities to address them.
While strategic planning, by its nature, should advance the resources, effectiveness, and standing of these two departments, the strategic plan developed through this process should also position the LPL/ACRD as essential partners in helping our community achieve its vision for itself. It is our expectation that the firm selected for this project will take this principle to heart and will integrate it throughout their approach to the strategic plan.
The plan will include recommendations for LPL/ACRD’s areas of responsibility including but not limited to collections of books, historic archives, sculptures and 2-D art works, programs, resources and services, staffing, and facilities. The research and the plans will take into consideration that the two departments have both separate and similar missions and strategies for services. They seek to collaborate to provide exceptional services to the community.
The vendor will prepare and present reports that includes the following:
- An executive summary, including an overview of the strategic planning process, findings reached through discovery and analysis, and through community engagement recommendations
- Revised mission and vision statements
- Summary of core values
- Outline of LPL/ACRD current and relevant services, strategies, activities, and tactics
- Outline of goals, objectives, strategies, activities, and tactics that need to be developed to align with community needs, priorities, and aspirations
- Recommendations for space utilization based on community needs, priorities, and aspirations, to be considered in future City of Lafayette facilities planning
