City of Leadville 19-002- CDOT Project No. CM 790-001 - MOUNTAIN VIEW DRIVE SIGNAL REPLACEMENT PROJECT AT STATE HIGHWAY 24 & MOUNTAIN V

PUBLIC NOTICE IS HEREBY GIVEN that there is on file with the City of Leadville Contract Documents for City of Leadville Project No. referenced above.
 
Sealed Bids will be received at 800 Harrison Ave, if actually received by 2:00 p.m. local time (City clock) on Tuesday, March 5, 2019 for construction of the project referenced above. 
 
Such Bids as are received will be publicly opened and read aloud at City of Leadville Council Chambers on the first floor of Leadville City Hall building, 800 Harrison Ave at 2:05 p.m. local time on Tuesday, March 5, 2019.  The entire bid packet shall be submitted with the proposal.
 
The City will hold a non-mandatory pre-Bid conference for all interested parties at 11:00 A.M. on Wednesday, February 20, 2019.  The conference will be held 800 Harrison Avenue (Leadville City Hall Building). The pre-Bid conference will be the last time before the Bid opening at which the City will answer questions or provide clarifications regarding the Project.

Each Bid shall be made on the Form of Bid provided in the bid packet and all Bids shall remain open for sixty days after the day of the Bid opening.  Each Bid must be accompanied, in a sealed envelope, separate from the one containing the Bid, by a Bid Bond on an approved form in an amount equal to five percent (5%) of the Bid price, made payable to the City of Leadville, which shall be considered as liquidated damages and shall be forfeited to the City if said Bid is accepted and the Bidder fails to execute the Contract Documents section within ten (10) calendar days after the Award by the City.
 
Prior to submitting a Bid for this Project, the Bidder shall have received prequalification status (active status) with the Colorado Department of Transportation (CDOT) to bid on individual projects of the size and kind of work as set forth in these documents. All work and documentation of the work must conform to CDOT specifications and requirements.

The work herein provided for shall be done under written Contract with the contractor chosen by the City as deemed to be in the best interests of the City.  Upon review of Bid prices, the City may be required to add or delete portions of Work from this Project.
 
At the time of the execution of the Contract, the successful bidder shall furnish the required Contract Performance and Payment Bond.  The Bond shall be in a penal sum equal to the nearest integral one hundred dollars in excess of the sum of the original bid items plus all force account items specified in the project special provisions to be included in the Performance and Payment Bond. The Bond and the security shall be acceptable to the City, and which shall guarantee the faithful performance of the Construction Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all materials and labor, and protect and save harmless the City from claims and damages of any kind caused by the operations of the Contractor.
 
Leadville uses the BidNet Direct also known as Rocky Mountain E-Purchasing System (RMEPS) at https://www.bidnetdirect.com/colorado to distribute official copies of the Bid Documents for use in preparing Bids.  Bidders will be required to register with the website to download the Bid proposal documents and Addenda.  If you experience problems with the RMEPS website, please call 1-800-677-1997, extension 214 or 221, for assistance.  There is no charge by RMEPS for this service.  Bidders are required to acknowledge all Addenda with their Bid and are encouraged to view the Addenda posted on RMEPS prior to submitting a Bid. 
 
The City reserves the right to waive informalities or irregularities and to reject any or all Bids. Capitalized terms have the meaning assigned in the General Conditions.
