Description of Work:
The City of Woodland Park maintains an infrastructure system that includes, but is not limited to,
roads, treated and raw water, sanitary sewer and storm sewer systems, water treatment plants,
pump stations, recreation facilities, water storage facilities, building facilities, parks, special
events, trails, and pedestrian ways, which from time to time requires upgrading, maintenance,
or emergency repairs. The Service Provider shall, when requested by Woodland Park, perform
Traffic Control Services for Woodland Park on an on-call, as-needed basis to facilitate
Woodland Parks upgrading, maintenance, or repair activities and special events.
Woodland Park may self-perform the Project work or may enter into separate contracts with
other contractors for the upgrading, maintenance, or repairs. Such other contactors, at
Woodland Park’s sole discretion, may be required to supply their own traffic control, or
Woodland Park may request the Service Provider to provide the Traffic Control Services for the
other contractors.
The Service Provider shall provide all labor, management, supervision, materials, equipment,
parts, tools, and transportation necessary for traffic control at various projects on Woodland
Park’s infrastructure as described in both this Scope of Work and in the Notice to Proceed and
Scope of Work for a given Task Assignment. Woodland Park may elect, at their sole option, to
furnish some or all of the parts and/or materials for a specific Task Assignment, or Woodland
Park may elect to have another contractor provide some or all of the parts and/or materials
required.
Service Provider shall be required to remove and dispose of all waste generated by Service
Provider’s activities from the Work site. Handling and disposal of all waste shall be conducted
by the Service Provider according to all most recent federal, state, and local health and
environmental regulations.
When requested by Woodland Park, Service Provider shall prepare traffic control plans based
on the Manual on Uniform Traffic Control Devices (MUTCD), latest edition, for approval by
Woodland Park. Service Provider shall prepare estimated pricing that includes a breakout of
estimated hours for design, meetings, approvals, supervision and flaggers, and costs for signs,
devices, and equipment, based on the pricing in attached excel form.
Lights provided on signs and barricades shall be either steady burn or flashing in accordance
with MUTCD. All signs, devices, barricades, Materials and Equipment shall be graffiti and
vandalism resistant to the greatest extent possible.
Service Provider shall provide a Traffic Control Supervisor for each Task Assignment. The
Traffic Control Supervisor shall:
1. Have traffic control supervision as their primary duty;
2. Carry a valid traffic control supervisor certificate and valid flagging certificate (recognized
by CDOT);
3. Verify that all traffic control devices are in accordance with MUTCD, including Woodland
Park’sand CDOT’s supplement;
4. Inform the flaggers of the nature of the Project and expectations for their Work prior to
bringing them to the Project site;
5. Report to the on-site Woodland Park Representative when dropping off the required flaggers.
Woodland Park’s Representative will note the flaggers’ start time for purposes of payment.
Failing to report to the Woodland Park Representative will result in non-payment for any time
worked before reporting in; and
6. Confirm with Woodland Park’s Representative the request for flaggers for the following day.
Service Provider shall provide the requested number of flaggers for each Task Assignment.
Flaggers shall:
1. Carry a valid flagging certificate (recognized by CDOT); and
2. Shall be physically capable of standing for up to ten (10) hours per shift in outdoor
conditions.
Service Provider shall check at a minimum, on a daily basis, including weekends, all signs,
barricades, devices, and equipment supplied to assure it complies with all requirements of the
Task Assignment and is in good working condition. If conditions warrant, Service Provider shall
check all signs, barricades, devices, Materials and Equipment multiple times per day. Damaged,
graffiti covered, or missing signs, barricades, devices, or equipment shall be repaired or
replaced as necessary within twenty-four (24) hours at no additional charge to Woodland Park.
The Service Provider shall supply a daily inspection report per the requirements in the
Conditions.
