Denver Water is requesting a Statement of Qualifications (SOQ) to solicit information from Contractors regarding their capability and capacity to construct the Accelerated Lead Service Line Replacement Project. Those Contractors selected based on a review of the SOQ’s received will then be issued ‘Final for Bid’ plans and specifications.
SECTION 1: INTRODUCTION AND BACKGROUND
The information and requirements in this Request for Qualifications takes precedence over the information presented or discussed at Industry Day on August 6, 2019.
Denver Water is seeking regulatory approval to implement a Lead Reduction Program (LRP) that will replace upwards of 64,000 non-copper service lines in the Denver and surrounding suburbs over the next 15 years. Denver Water is currently replacing approximately 1,200 lead service lines (LSL) annually with its own crews and will need to seek the assistance of qualified LSL replacement Contractors to meet the total annual (per calendar year) targeted replacement rate of 5,250 LSL replacements. This Request For Qualifications (RFQ) will allow Denver Water to identify qualified Contractors to collectively meet the volume of annual LSL replacement. Qualified Contractors will be short-listed and provided the opportunity to submit price proposals for selection considerations for the 2020 Accelerated Lead Service Line Replacement (ALSLR) work.
The 15-year ALSLR Program costs (including permitting, mitigation, engineering, management and construction) are estimated at over $300 million. The ALSLR Program is engaging customers and residents in the replacement of their respective lead service lines and as such, qualified Contractors will need to work closely with Denver Water in implementing this program as well as City and County of Denver, Regulatory Permits, and Denver Water Customers. At any time, Denver Water reserves the right to release future RFQ’s to update the shortlist of qualified ALSLR Contractors. From the shortlist of qualified Contractors, Denver Water will request unit price bids that will be used in determining the best value Contractor(s) to move forward in meeting the annual LSL replacement requirements. Denver Water crews will continue with LSL replacements independent of this scope of work.
